Jane Gowen Penny has close to thirty years of experience defending clients targeted for investigations by the FBI, the Postal Service, the Nuclear Regulatory Commission's Office of Investigations, the Offices of Inspector General for Defense, and the Departments of Energy, Health, Housing and Urban Development (HUD), Transportation, as well as other federal and state agencies.  She has successfully guided engineers, geologists, healthcare professionals, corporate officers, nuclear utility employees, securities professionals, bankers, political appointees, and government contractors through regulatory, administrative, state ethics act, or grand jury investigations into their personal conduct, on-the-job performance, or business practices.   

In addition, Ms. Penny has initiated litigation on behalf of clients or defended clients in complex commercial and environmental litigation, as well as federal civil rights actions.  Recent representative cases included the defense of two NRC enforcement cases, a landfill remediation malpractice dispute (for plaintiffs), a Title VII hostile work environment case (for defendant), and a municipal contracts declaratory judgment action (for plaintiff).

Ms. Penny has been admitted to practice before the U.S. Supreme Court, the Third Circuit Court of Appeals, and Pennsylvania's District Courts.  She is a member of the Federal Bar Association and the National Association of Criminal Defense Attorneys.  Since 2005, she has served as an appointed member of Pennsylvania's Commission on Judicial Independence.  From 1998 through 2004, she served as a  member of Pennsylvania's Board of Law Examiners.  She is a 1977 graduate of the Pennsylvania State University's Dickinson School of Law, and a 1974 graduate of LaSalle University (maxima cum laude).
